With regards to the half card, I think if it's something like the Wagner it's so iconic I'd absolutely be interested. I actually remember when the what would become the Gretzky Wagner was going around touring the country back in the late 80s early 90s my LCS had a half Wagner card on display and wanted a ridiculous amount for it even for back then. I don't even think it was half, it was more like a 1/3 of the card from the top so you could just make out to right below his nose. We used to just stare at it every visit.
I'm intrigued by the new authentication service offering by eBay. I believe in CSG and think they offer a solid grading service but am with you on the concerns with handling and what can happen as well as time frame. Also, a great point on repercussions, I'm assuming you meant to the seller and not the buyer. I wonder if there could be some reporting on the seller or maybe even a way to use this service to help get these cards off the market. Otherwise do they return it to the seller and they just get to move it via local sale or show which then possibly puts another person through the same thing.
